General note

Apparently only ~~three~~ four of the heralds in the list performed any heraldic (i.e., armorial) duty, first Hartmann Teutschold (assumption) ^BGHV; second Hans von Francolin ^BGHV, Hungarian and later Imperial herald; third, William O'Kelly, Austrian herald who concurrently (though not explicitly mentioned) held the office of Wappen-Inspector; and the last one is Charles-Jean Beydaels de Zittaert, who had been the last Lieutenant premier roi d'armes, dit Toison d'or who fled to the imprerial capital and became Wappenkönig of the same order. I am, however, not sure the latter performed any heraldic duty in Wien. Lorenzo de Churelichz published genealogical titles. Possibly we can add here Anton Tirol ^BGHV, complier of Wappenbuch - BSB Cod.icon. 310.
We know a couple of the predecessors and colleagues of the heralds in this list, such as Peter Suchenwirt ^BGHV, Hendrik Van Hessel (van Anrooij, Wim, "Hendrik Van Heessel, héraut à la cour impériale et à la cour de Bourgogne", in Revue du Nord, 2006/3-4, No.366-7, pp.709-26), Caspar Hurder (Parzival als Nebenform für Persevant), Bernhard Sittich (Bernhard Sittich, der Herold „Romreich (um 1500)“ und seine Amtsvorgänger), Georg Rüxner ^BGHV, Kaspar Sturm ^BGHV. (Of course more can be found in Bock, Nils, Die Herolde im romisch-deutschen Reich: Studie zur adligen Kommunikation im späten Mittelalter, Ostfildern, 2015.) As the yearbooks which are the main source of this list started from 1704 (so far as available to me), before that year, the heralds listed here were by far incomplete, and I omitted those heralds already mentioned in the modern publications.
Under Emperor Karl V, as observed in Bernhard Sittich, der Herold ..., the title Romreich seems to have been never used. In my assumption it was just because he was not eligible for that title during major part of his reign. If I can rely on English wikipedia, he was crowned King of Italy in 1530 and in next year the title of King of the Romans passed to his younger brother Ferdinand (later Emperor Ferdinand I). The latter maintained his own heralds during the Imperial reign of the elder brother. Only more local titles, however, such as Austria and Tyrol were used during those years. Then, at his Coronation of 1562, there were 7 heralds while in 1563 we see 4 heralds (Pálffy 2016, p.21 n.29). After his ascension Ferdinand must have considered what should be the new heraldic institution within his empire. The tradition of 5 heralds' company (2 Reichsherold, 1 Hungarian, 1 Bohemian, and 1 Austrian) was — although the last office was reintroduced 1611-2 — formed around these years. The image shown in Churelichz 1661, (n.p) typically picturizes this company. His idea was, as it seems, one herald is needed to represent one Reich (Rome, Deutschland, Hungary, and Bohemia.)
As Karl V and Ferdinand I had their own courts, Rudolph II and Matthias also seem to have had their own retainers: the Hoff Statt of Rudolph II. and of Matthias give totally different members of Hof Fouriers which possibly is the reason that in the latter we cannot find any herald (though two of the Hof Fouriers would be heralds in the following years, and also which probably meant the former's heralds were all dismissed.)
From the introduction of the new practice till possibly 1660s, there was a promotion system. See Petition by the heralds, 1624. (Why did they not mention the Austrian herald...?) Ruda seems to be an execption; he was truely a Hungarian and let his junior Bohemian colleagues promote to Imperial herald.
The promotion system did not continue in the eighteenth century and during that century it seems they were not so much anxious to keep the appointments. Vacancies are filled when there is any requirement, such as coronation (occasional heralds?, or heralds on demand?) This makes a sharp contrast with the situation at Versailles (List of French officers of arms as appeared in the series L'Etat de la France (1663-1789)) where vacancy of the offices was quite rare. After the occasion when Emperor Leopold II ascended to the throne during 1790-1 appointments became regular and they even created new office such as the one for Lombardy-Venetia.
In this list, the Kings of Arms of the Order of the Golden Fleece is the officer in the Austrian branch. Heraldic dynasty was largely not observed, compared with their colleagues elsewhere in Europe. I should rather compare with their colleagues at the Vienna court, to understand how much nepotism was prevalent there.
The accuracy of the yearbook is somewhat problematic since Joseph Radnitzky junior, the arms engraver's death was not noticed for around 3 years and also Frau Clara Schumann, geb. Wieck is still in the list as a Kammer Virtuosinnen in 1903, p.227.
The terminologies Imperial Herald for Reichsherold and Provincial Herald for other three heralds may be not correct. Ferdinand I's concept was (so I guess), heralds were needed for Reich level only: like in France or in Spain where the kings instituted the heralds giving countires as titles which, the country comprises their respective kingdoms, the titles for an emperor's heralds should be those of the Reichs which comprise the empire, that is to say, Romreich, Deutschland, Hungary, and Bohemia. (Yes, Hungary is outside the empire, but as a heraldic office it was fully incorporated into one heraldic empire, see petition for promotion where the heralds asked for promotion from Hungary to Reich and Bohemia to Hungary.) In this sense, all the four heralds were Reichsherold who represents his Reich. Dukes of Bayern must have been well aware of the Reich concept, that's why there was Landherold before the Duchy's elevation to a Kingdom, and only in 1808 he created the office of Reichsherold as now Bayern became a Reich. Such Landherolds were, in Ferdinand's idea (again my assumption), preserved for the princes (Fürsts). When Matthias added the fifth office, the Austrian herald (apparently a Landherold), his grandfather's plan was forgot, or he admitted that he needed to give more spotlight his position as head of Habsburger (House of Austria) dominion rather than the Emperor?

I collected narratives which mention Habsburger heralds, and for some reason they appeared on mostly state-politics (what is the good terminology?) occasions such as Coronation or Diet. Elsewhere we can find them during funerals or marriages also. This may be, however, caused simply by what sources are available to me.
In 1765, when Maria Theresia elevated Transylvania to a Grand Principality, she awarded it with the right to have its own heralds: et institutis gaudentes, per feciales suos sive heraldos publice soient repræsentari, suum etiam proprium habeat heraldum, qui reliquorum more et habitu, magni Transsilvaniæ principatus insignibus... [Keöpeczi Sebestvén József, "Erdély czímere", in Turul, 1917, pp.33ff., p.46].
Does this mean, at least for once, one of our heralds performed an armorial duty? Editorial note

In the list below the start/end of the tenure is always not precise. The start could be possibly previous year and end coud be next year. This is due to the nature of the sources, i.e., they are yearbooks which are the snapshots of each year. Anyway there are many years especially in the eighteenth century for which I could not find the yearbooks.
Orthography changed over the time and sometimes I may be somewhat arbitrarily chose one of the spelling (Josef / Joseph or Carl / Karl, which is better?).
Cv, Fi, Rii, A denote Carl V, Ferdiand I, Rudolph II, Matthias, respectively. Since they had their own heralds during their overlapping reigns, sometimes we need to distinguish whom that particular herald served.
BGHV denotes the herald can be found in V. Chronologisches Verzeichnis der Herolde in B-G-H 1939, pp.222-3.

There were two heralds at a given time (only once there were three). In the yearbook, the one who has more seniority in the office (who was apponinted earlier than the other) occupied the first place. It's mostly FIFO (first-in-first-out) manner: who came earlier leaves the office first.

Johann von Francolin, son ^BGHV: Romanus fecialis, 1562-77. [Previously Hungarian herald. That he had already promoted in 1562 is my assumption. Or, Hans von Francolin / Roͤ. Kai. Maie. &c. Roͤmischer Ehrnholdt in his Weyland Kaysers Ferdinandi ... vnnd dem gantzen hochberhümbten Haus von Osterreich angehörig Wappen, Augsburg: Philipp Vlhart, 1560, Sig. A ij+1p. means he already reached the highest office in that year? Simonneau 2014, pp.9-10 says when he was created a herald in 1559, the title was Bourgogne, citing Winkler 1980, p.106. However Winkler did not mention the title. In 1559, the Duchy of Bourgogne had already passed to Felipe II and Ferdinand I did not have any good reason to choose Bourgogne (apart from the appointee's origin). Here my assumption why Krix was chosen is, there was a tradition to appoint French speaker, such as Demoures, Francolin and Poinsot. As King Maxmilian II.'s request says inn manicherlay sprachen erfaren, such was the expected role of heralds.]

Herald of the Archduchy of Austria

See also Bock 2015, pp.402-3 for the incumbents in the fifteenth and early sixteenth centuries. In the latter half of the sixteenth century till c. 1609, the office of the archducal herald seems to have been dormant, and during this period the number of the heralds was fixed to 4 which comprises 2 Imperial, 1 Hungarian, and 1 Bohemian. The office was supposedly reestablished in 1608-9, initiated by Matthias. The number of heralds who were present at his ceremonies represents the crowns which went to him at each respective time. 1609: two (heraldic titles not mentioned, but Matthias was then King of Hungary and Archduke of Austria); 1611: three (Hungary, Bohemia, Austria); 1612 (Coronation): Four (Imperial, Hungary, Bohemia, last one varies among authors); 1612 (Entrance at Nuremberg): Four (Imperial, Hungary, Bohemia, Austria); 1613: Five (2 Imperial, Hungary, Bohemia, Austria).

Herald of the County of Tyrol

Tyrol seems to have become into disuse together with Austria when the 4 offices-company was established and after that, was revived for specific occasions only. B-G-H 1939, p.175 mentions one Wilhelm Tirol who war 1486 beim Turnier in Bamberg, who must have meant the pursuivant mentioned by Rüxner, in his ThurnierBuch (see the 34th Turnier I transcribed here). Trapp 1949, p.443 also mentions him, probably based on Berchem. Probably the office is best remembered by Anton Tirol (though I did not give him a dedicatd entry in the list), by his Wappenbuch - BSB Cod.icon. 310 (or Google Books copy).

Hans Tirol (Hannsen Tyrol) ^{Cv - Fi; BGHV}: 1536? ^{Essenwein 1889, p.4} -70 ^{Essenwein 1889, p.9} . [In 1536 he appeared as bey Hans Tyrol MDXXXVI. It is not mentioned if he was a herald or not. If Tirol was not his heraldic title, however, what else?? Also Essenwein mentions the possibility that Hans was a son of Anton Tirol (p.5). Yes...? The first instance to mention him as a herald is probably around 1548-50: Röm. Kay. Mtt ... Ernholdt (Herold) Joann Tyrell, in wappen (Bergmann, Joseph, "Der Habsburgische Pfau. Nach einem Gemälde der k. k. Ambraser-Sammulung", in Jahrbücher der literatur, Band 54-6, 1831, Band 56., Anzeige-Blatt für Wissenschaft und Kunst, Nr. LVI., pp.1ff., p.9. (Google Books.)) In 1553 he styled himself Ehrenhold (Essenwein 1889, pp.7-8). Then whichever title he had, and if the appointment was not in 1536 he was actually a herald. Who appointed him a herald is problematic, as cited above he was Röm. Kay. Mtt &c. Ernholdt. Then unlike his (supposedly) immediate predecessor who served Ferdinand I, it was Karl V who was his first master (why?). He died between 1575-6 (Essenwein 1889, p.11). It is not clear if he held office until his death. His career (c.1550-70 at the shortest) is anyway enough long, yet his name never appeared in the lists during this time span. Nor he seems to have participated in any ceremony at the court. This is also an anomaly. At the coronation, there were extraordinary (so I assume) heralds from time to time.

Herald of die andern Koͤnigreich or of Moravia or of Austria and Burgundy or simply the fourth herald: 1612, at the Coronation of Matthias as King of the Romans. [This discrepancy of the different titles among the documents makes some doubt how much the accounts correctly describe the actual event.]
Herald of Spain: 1711, at the Coronation of Karl VI as the Emperor.
Herald of Spain: 1723, at the Coronation of Elizabeth Christine as Queen of Bohemia.
Herald of Spain: 1728, at the Entrance of Karl VI at Graz. [Yes yes this is an Entrance, not a Coronation. The point here however is, he never gave up his Iberian title.]
Herald of Bavaria: 1742, at the Coronation of Karl VII as the Emperor. [Since the new emperor was from the House of Bavaria.]
